This was a long meeting concluding at 4:22pm. Reeve Joyce Pierce was not in attendance.
From my perspective, it was a very different atmosphere. Council’s conversation flowed better, there was more dialogue from the councillors in attendance, a lot more sharing of input received from residents. Evidence that increased engagement from the community is clearly working! There were quite a few people there this time as well which was a joy to see! Keep coming ya’ll!

The Water and Wastewater Bylaw 10-2023 did not receive 2nd reading. Councillor Paly pointed out that for clarity within the bylaw, a definition of “resident user” is required. Administration will bring back more information regarding a definition, as well as information on the positioning and costs of surveillance cameras.
Councillor Filipchuk read an email from a resident who was asking for clarification on the bylaw.

The Costain’s were granted an additional 60-day extension for payment of their fire invoice. Councillor Filipchuk asked if the extension will apply to all existing fire invoices, and Administration says yes it will, as a resolution was already made t not issue any more invoices pending the results of the Emergency Services survey.

Donna Costain was a delegate requesting the return of a parcel of land that was owned by the Egremont Community Club and that she says was sold by the County. Administration was directed to come back with more information on the ownership and sale of said parcel.

Digital RGBI Aerial Photography and Orthophoto – Every councillor raised significant concerns ranging from cost, to benefits, to privacy. Councillor Filipchuk specifically said that he has received A LOT of concerns via email regarding concerns of personal privacy. Councillor Filipchuk stated that he is completely opposed to the photos. In the end they voted to direct administration to contact other municipalities regarding project grants.

The Nurse Practitioner agreement was approved.

Funding of $23,487.29 was approved for the Standard Crossing Warning System

Council voted to authorize CAO Maier to enter into a tax payment agreement with Long Run Exploration. Councillor Paly expressed strong opposition to this.

And finally, it was voted that the Radway Post Office continue to be operated by the County until Dec 31, 2023. In the meantime, a survey will be sent to the Radway Post Office users seeking input on their preference between installing Community Mailboxes or moving to Redwater Post Office. Richard Filipchuk asked for a recorded vote and opposed both motions. In speaking with him after he candidly stated that he believes the decision to close the post office should have never been made and that his desire is for it to remain as it was, operated by the County, in Radway.
