Council adopts the 2025 audited financial statements as presented.

Unfinished Business – Summary of In-Kind Work performed by Infrastructure Services:

Report that identifies service locations where Infrastructure Services performs services without any cost recovery. The distinction with In-Kind work relates to privately owned properties and not those under lease to the County or owned by the County or work performed on a cost recovery basis. The report separates the work on a seasonal basis, winter and summer and provides an estimated cost based on an average frequency.

Council accepts the Summary of In-Kind Work performed by Infrastructure Services as information.

New Business – Council to discuss items to talk about with MLA van Dijken on May 26:

Council directs Administration to forward the following topics to discuss with MLA Glenn van Dijken at the Regular Council Meeting on May 26, 2026:

  1. Affordable Housing
  2. Police Funding Model
  3. Bridges
  4. The Constituency Boundaries
  5. Air Conditioning at the Newthorad Lodge in the hamlet of Thorhild
  6. Casino Funding

New Business – Funding Request for Denice Buryn (Warriors for Hope):

For Council to provide direction with regards to the request for funding from Denice Buryn

Council directs Administration to contact Denice Buryn regarding the Warriors for Hope event, requesting additional information regarding clarity of funding allocation within the community and how this event will benefit our community members. Not unanimous, there was an (or were) opposing vote(s).

New Business – Bylaw 07-2022 – Council and Committee Procedural Bylaw:

Council and Committee Procedural Bylaw is the bylaw that helps guide “the procedure and conduct of Council and Council Committees and other bodies established by Council.” Should be reviewed once per term. It is anticipated that regulations to be developed after the passing of Bill 28 in the Legislature may necessitate changes to the Bylaw as well. Deputy Reeve Zilinski recommended a number of edits. Councillor Halun suggested adding a public portion to regular council meetings.

Council direct Administration to make amendments to the Council and Committee Procedural Bylaw, as discussed, and bring it back to a future Council meeting for consideration.

Council accepts the Q1 Financial Report (January – March 2026) for information.

Councillor Reports – Councillor Neil Halun:

Councillor Halun reported on his attendance at the Community Futures North Central Alberta meeting.

Councillor Reports – Reeve Trevor Dafoe:

Reeve Dafoe reported on his attendance at the Highway 28/63 Regional Water Services Commission meeting.

Correspondence for Action – Lakeland Industry and Community Association:

“Lakeland Industry and Community Association (LICA) invites you to consider a collaboration project on the topic of aquatic invasive species prevention for lakes within your municipal jurisdiction.”

Correspondence for Action – Wheatland County:

Invitation to the 2026 Agricultural Service Board Summer Tour hosted by Wheatland County (east of Calgary) July 14-16.

Council accepts the letter from Wheatland County, RE: Agricultural Service Board Tour Invite, received April 22, 2026, as information.

Correspondence for Action – Newbrook Library:

“Invitation for you to participate in our Thursday Library Lunch.”

Council directs Administration to bring back the invitation from the Newbrook Library to a meeting in August.

Correspondence for Action – Fortis Alberta:

“Invitation to Reeve Dafoe and council to join us in celebrating the re-opening of our Westlock Office.”

Council directs Administration to RSVP to the Fortis Alberta’s event on May 20, 2026, that three Council members will attend.

Closed Session Items:

Legal – Expropriation: Deputy Reeve Angela Zilinski declares a pecuniary interest and leaves the meeting during the discussion and the vote. Council directs Administration to survey the drainage channel as discussed in Closed Session.

DLO Assignment: Council accepts for information the report on the DLO Assignment.

Aspen View and Thorhild County FSL Agreement : Council directs Administration to arrange a meeting with the Superintendent of Aspen View Schools to discuss funding for the Family School Liaison Program.

Lease – Thorhild Professional Building: Council directs Administration to renew the lease agreement with Associated Ambulance and Services for one year.

Long Lake Block Well #5: Council directs Administration to include Long Lake Block Well #5 in the transfer of ownership agreement for all Block Wells to the Long Lake Water Co operative. Further that the agreement for transfer of ownership address Thorhild County’s continued use of Block Well #5.

Subdivision & Development Appeal Board Member: Council directs Administration to set up interview with Council and the candidate.
