Second and Third Reading for Road Closure Bylaw 09-2025 – Long Lake Block Wells:

Administration received approval from the Minister of Transportation and Economic Corridors Devin Dreeshen. All steps necessary for the road closure for the block wells to-date have been done in accordance with the Municipal Government Act.  Administration has enlisted an Alberta Land Surveyor to undertake the processes to survey the block well areas for each of the block wells as identified to complete the second stage of the field work with each of the sites being posted with statutory iron posts and complete the registration processes at Land Titles.

Council approves 2nd, 3rd and final reading of Road Closure Bylaw 09-2025 with Schedules “A” to “N”, Long Lake Block Wells.

Long Lake Cottage Owners Association – Sports Court:

Long Lake Cottage Owners Association (LLCOA) is requesting permission from the County to construct a multi-sports court on Crown land the County has leased near the Fire Hall. LLCOA have plans to build a multi-sports court first and eventually a playground. They’ve identified an area in the vicinity of the fire hall as their preferred location. Agenda pages 29-34

Council directs Administration to contact the Long Lake Cottage Owners Association to obtain further information on the plans for the Sports Court and report back to Council.

Lemonade Day Funding Request for 2026:

Community Futures is requesting Council’s support for Lemonade Day on June 13, 2026.

Council sponsors $100 towards the Local Lemonade Day and with funds to come from Policy 1405 Community Grants.

Scenarios for the 2026 Mill Rates Bylaw:

Council directs Administration to schedule a Special Council Meeting on Thursday, April 16, 2026, at 2:00 p.m. in Council Chambers to discuss options for the 2026 Mill Rates Bylaw.

Emergency Management Advisory Committee:

To provide Council with the opportunity to review the Emergency Management Plan and Draft Emergency Management Bylaw: Agenda pages 52-148 and Plan document alone Agenda pages  61-148

Council, acting as the Emergency Management Committee, accepts the Municipal Emergency Management Plan dated April 14, 2026.

Community Economic Development Advisory Board (CEDAB):

To provide Council with a Community Economic Development Advisory Board (CEDAB) recommendation for a Thorhild County Community Beautification Recognition Program.

Council directs Administration to work with the Community Economic Development Advisory Board to provide further information, including a draft policy, feasibility and costs of a Thorhild County Community Beautification Recognition Program.

 DLO Assignment: Council directs Administration to obtain a legal opinion on the Letter of Intent regarding the DLO assignment.

Legal – Expropriation: Deputy Reeve Angela Zilinski declares a pecuniary interest and leaves the meeting during the discussion and vote Council directs Administration to arrange for legal to attend the April 28 Council meeting.
